Well, that was a surprise.
Last Thursday, the Ministry of Finance (MoF) named Shanxi province’s Party secretary and governor, Lan Fo’an, as MoF Party secretary.

Lan is all but certain to become Minister of Finance, pending approval by the legislature at its next meeting – which is likely to be held...
